 22, at 9 a.m. for a dedication hike and celebration of recently 
completed Annie’s Trail at Cold Canyon, near Lake Berryessa.<br /><br /><div style="display:block;text-align:left"><a href="http://www.konoctitrails.com/project-updates/anniestraildedicationsetforapril22nd/anniesrock.jpg?attredirects=0" imageanchor="1"><img alt="Annie's Rock" border="0" src="http://www.konoctitrails.com/_/rsrc/1334240335673/project-updates/anniestraildedicationsetforapril22nd/anniesrock.jpg" /></a></div><br /><img alt="" src="javascript:void(0);" />A potluck barbecue celebration will begin
 afterward at 3 p.m. at Solano Park at the group picnic area. Come out 
and enjoy the fun.
<p style="margin-bottom:0in">In April 2009, Tuleyome with the help of 
many supporters and donors purchased the 72-acre Cold Canyon Headwaters 
in the upper watershed above the Stebbins Cold Canyon UC Natural 
Reserve.</p>
<p style="margin-bottom:0in">For many years the managers at the 
reserve have provided public access and hiking to the old Homestead site
 located about one mile up Cold Creek.</p>
<p style="margin-bottom:0in">More recently in 2002, they created an 
exhilarating five-mile loop trail that continues from the old Homestead 
site to the ridge, north along the ridge and then drops back down to the
 creek. It is a moderately strenuous hike with 360 steps along the way.</p>
<p style="margin-bottom:0in">Over the last year Tuleyome volunteers 
have built a two-plus mile additional loop to this trail which was named
 after Anne Schneider, a founder and Tuleyome board member who died in 
2010.</p>
<p style="margin-bottom:0in">It is an exhilarating trail loop that 
branches off the Cold Canyon loop trail at the low gap on the southern 
part of the ridge at the Tuleyome trail sign.</p>
<p style="margin-bottom:0in">Hikers travel for a ways along an old 
firebreak trail before turning off on Annie’s trail. The trail winds 
through a wonderful oak glade before climbing high on the ridge. Near 
the top is Annie’s Rock with awesome views to Snow Mountain 100 miles to
 the north.</p>
<p style="margin-bottom:0in">For the hike, meet at the parking lot across the street from the Cold Canyon trailhead at 8:45 a.m.</p>
<p style="margin-bottom:0in">To join them for the barbecue, meet at 
the Lake Solano Park Picnic Area, Pad D at 3 p.m. Burgers and hot dogs 
will be provided; all attendees are asked bring a side dish to share.</p>

proposal to take over the operation of the Park has now received preliminary
approval from the Parks Department headquarters in Sacramento.  AMIA is
very excited about this development - a big step forward on the
path to keeping the Park open after July 1. The next steps are to negotiate the
actual contract terms and to get the final approval for the agreement from the
State.</span></font></p>

<p style="text-indent:0in;line-height:14.0pt"><font face="Arial" size="2"><span style="font-size:11.0pt;font-family:Arial">Under the operating
agreement, AMIA will operate the Park for the next three years.  The hope
is that by then, the State will be able to figure out a way to properly fund
the State Parks so that these stop-gap nonprofit operating agreements will no
longer be needed.</span></font></p>

<p style="text-indent:0in;line-height:14.0pt"><font face="Arial" size="2"><span style="font-size:11.0pt;font-family:Arial">Under the proposed
agreement, AMIA will continue to perform the tasks that it currently does,
including opening the Park gates during daylight hours on Saturday and Sunday,
interpretive Nature Walks and Ranch House Tours led by AMIA volunteer docents,
hosting senior and student field trips to the Park and conducting other
interpretive events led by AMIA volunteers.  </span></font></p>

<p style="text-indent:0in;line-height:14.0pt"><font face="Arial" size="2"><span style="font-size:11.0pt;font-family:Arial">In addition, AMIA
will take over responsibility for maintaining the trail system for use by the
public, for contracting for refuse, toilet and utility services and for
performing grounds-keeping, housekeeping and maintenance as required. 
Plans also include offering kayak tours of Anderson Marsh.</span></font></p>

<p style="text-indent:0in;line-height:14.0pt"><font face="Arial" size="2"><span style="font-size:11.0pt;font-family:Arial">The Parks
Department will continue to maintain authority and responsibility for the
stewardship and management of Natural, Cultural and Historic Resources,
including the Native American artifacts found at the Park.  State Parks
shall also continue to be responsible for law enforcement at the Park, with
periodic patrols and response to calls for assistance as required.</span></font></p>

<p style="text-indent:0in;line-height:14.0pt"><font face="Arial" size="2"><span style="font-size:11.0pt;font-family:Arial">AMIA is in the
middle of its fundraising drive to raise the money necessary to operate the
Parks for the next three years.  Many generous individuals and groups of
donated to the cause, some of them also pledging to make the same donation for
the second and third year of operations.</span></font></p>

Abandoned illegal marijuana grow-sites on public lands have caused major devastation to the environment. <br />When a grow-site is discovered by law enforcement, they remove the marijuana and any weapons, <br />but the sites are left primarily intact because of a lack of manpower to do a full clean-up. <br />These sites often include miles of irrigation tubing, pesticides, piles of trash, water diversions, <br />temporary living quarters, erosion, etc. <br /><br />These illegal grow-sites can be a major impediment in developing safe trails and the public’s unrestricted <br />use of our natural resources and public lands. In order to fill this void and help restore public lands back<br />to their natural state, the Mendocino National Forest Grow-site Reclamation Project (MNFGRP), <br />coordinated by Bruce Hilbach, has been organizing cleanups in Mendocino County. The MNFGRP <br />recently announced planned operation dates for cleaning up marijuana grow-sites in the Upper Lake <br />District of the Mendocino National Forest. Please note, all volunteer groups are escorted and assisted <br />by at least one law enforcement official at all times. Volunteer safety is of the highest priority. Volunteers<br />will clean-up and bag trash and debris from the grow-sites and leave it on-site. The Mendocino National <br />Forest Rangers will coordinate pick-up of the bags at a later time, often by helicopter.

Weather permitting, work will begin on Thursday, January 5 with most of the action taking place from <br />Friday, January 6 through Sunday, January 8; if necessary, mop-up will take place on Monday, January 9. <br />They are looking for willing volunteers. Some hiking off of main roads may be required, but volunteers of varied<br />physical strength and ability are encouraged. development. However, additional improvements are on hold through the 
winter months.  Therefore, there is no additional development
 to report.</span></font></p>
<p style="text-indent:0.5in;line-height:150%;font-family:arial,sans-serif"><font size="3"><span style="font-size:12.0pt;line-height:150%">Participants
 were also asked to submit their preferences for priorities and 
questions on the planned development
 which will be reviewed by County staff and the newly-formed Konocti 
Regional Trails (KRT) Team. The KRT Team has had some initial meetings 
to begin reviewing the community input and developing priorities for Mt 
Konocti and other regional trail systems including
 a communications plan to keep people informed of plans and progress. </span></font></p>

to talk about Mt. Konocti and to distribute the first hiking trail 
brochure in the Konocti Regional Trails System - the Wright Peak Summit

<p style="text-autospace:none"><font face="Verdana" size="2"><span style="font-size:10.0pt;font-family:Verdana">The Wright Peak Summit Trail is a 6+ mile round-trip hike from the Upper Parking Lot near the access gate on
Konocti Road,
 with an approximate 1,600 ft elevation gain. The trail takes hikers 
along the main access road, past walnut and apple orchards, through an 
amazing Canyon Oak grove to the
 Mary Downen cabin, built in 1903. It then continues up to 
Wright Peak and the 
CDF Tower, with possible side trips to
Howard 
Peak.</span></font></p>

<p style="text-autospace:none"><font face="Verdana" size="2"><span style="font-size:10.0pt;font-family:Verdana">While currently available for access, another hiking trail brochure to
Buckingham 
Peak will be launched in Spring 2012.</span></font></p>

Forbes St. in Lakeport. <br /><br />The County of Lake adopted the Konocti Regional Trails (KRT) Master Plan in January 2011. The KRT Master Plan is designed to provide the guiding framework for the development of Konocti Regional Trails, a countywide network of non-motorized trails. The Plan was prepared in coordination with numerous community volunteers, the County of Lake, the National Park Service (Rivers, Trails, and Conservation Assistance Program), and Alta Planning and Design. <br /><br />While the County will assume primary responsibility for oversight and support of trail planning, development, and management of the trails system, community involvement is paramount in establishing a trails system, and absolutely critical in the implementation of successful trails projects. The next step is to create the Konocti Regional Trails Team (KRTT) as described in the Plan. The KRTT will consist of approximately 20 designated members with representation from land managing agencies, community groups, local businesses, and other key interests. The team will include co-chairs, one from the County and one from the community. <br /><font face="Verdana" size="2"><span style="font-size:10pt;font-family:Verdana"><br />The KRTT will focus on overall trail system and project-level planning outreach, with objectives including but not limited to:

of brushing back and some surface improvements were done on Dead Horse
Trail and Bronco.  Thanks to all of you who helped and worked so hard.

Kim and I had brief but very productive meeting with Scott DeLeon last
week.  He is going forward on the order for signs.  Thanks to Carol
Roberstson who did the fundraising and all who contributed, we will
soon have some trail name signs!  We also discussed the uploading of
new data for the Highland Springs map and made contact with the county
person who will help us do that!!  WE know everyone is patiently
waiting for a map and trail signs and we are making progress.

Don't forget to check out the new Kiosk at the Dam Y Parking.  It
currently has some great wildflower and local bird photos, and will be
updated with a map and HSRA information soon.  Thanks again to Diane
Bajada, who made this happen with her time, $ and volunteer helpers.

Scott has given written permission for our trail work days and
upcoming Summer Wednesday night happy hour and trail work evenings. He
is supportive of all our efforts and we hope to keep making progres on
keeping trails open and improved with everyones help!

Speaking of that, please consider coming to help us this Saturday
morning June 11, with our final Saturday work day until fall.  We have
a surprise caterer and you won't want to miss a great (and free)
lunch...remember,please try to RSVP so we have a good head count. We
will be staging at Carol Bigg's property (last right on Highland
Springs Road before the split at the dam)l  look for signs and
flagging.  We have permission to work on Kneeknocker trail, whch has
become extremely brushed over and dangerously rutted.
I pre-rode it today and my horse slipped twice badly on the ruts; it
wil be equally bad for hikers.  Please help, it's fun, and not hard
work...we even need people to just pull brush out of the way.  This is
also the trail that goes down the backside of Boot Hill.  The trail is
very near the Biggs property, so not a long walk.  Hike in or ride
horses and tie up!

    and wine pairing festival will be hosted by neighboring Gregory
    Graham Winery and Vigilance Winery &amp; Vineyards, which are both
    on Point Lakeview Rd just off Hwy 29. The event is an effort to
    raise money for the Konocti Regional Trails and Anderson Marsh
    Interpretive Association.<br />

    The event will feature great local wines and food prepared by Lake
    County's finest chefs. Attendees will taste local cuisine from chefs
    &amp; restaurants that will be showcasing their special pairing
    &amp; culinary skills, with awards to be given in four categories by
    a panel of professional judges and in a fifth special category by
    festival participants - "Consumers Favorite Wine and Food Pairing".
    Guests will also receive a commemorative wine glass to enjoy fine
    wines as they enjoy breathtaking views of Anderson Marsh and the
    rolling vineyard studded hills above Clear Lake, while strolling the newly created 1.3 mile Vineyard Trail Loop
    that connects the two vineyards. For those not interested in the
    short hike, special transportation accommodations will be provided.

    Informational exhibits will be available on the Konocti Regional
    Trails System and Anderson Marsh Interpretive Association, as well

island over to Clarks Island; assembling the     three pieces; planting 
cattails and tules; pushing it into the water     and then moving it to 
the final location between the Tower Mart dock     and the bridge. Two 
300-350 lb anchors will keep it in position. The     entire process will
 take 2 to 2.5 hours - bring a lunch! Our 150 sf     island has been 
built from 2,250 recycled plastic bottles.</p><p>Many
 thanks to the Lake County community for contributing $5700     towards 
this first island pilot project, to Floating Islands West     for 
donating $1500 worth of anchoring hardware, and to the     Habematolel 
Environmental Center for performing the first year of     water testing

The
 development of the Draft Master Plan has been a collaborative effort 
based on significant input from community members garnered from public 
workshops, an online community needs survey, and working group meetings.<p style="margin-bottom:0in"> </p> <p style="margin-bottom:0in"> </p> <p style="margin-bottom:0in">The

 KRTDMP encompasses several sections including: an overview of Lake 
County; the benefits of trails; the Konocti Regional Trails planning 
process; existing parks and recreational areas; community engagement 
process. An extensive policies 
section compiles existing trails-related policies from the County’s 
General Plan and other planning documents and also proposes new 
trails-specific policies that are not already addressed by other plans. 
Another section addresses conceptual trails and six major study areas 
while 
the last section identifies the proposed implementation approach. 
Multiple appendices contain maps, graphics, and relevant backup data.</p> <p style="margin-bottom:0in"> </p>The

local libraries, the Clearlake Oaks Senior Center and on CD from the

Trails Draft Master Plan, the draft planning document that, once

 presentation will be held from 5:30 p.m. to 7 p.m. Wednesday, Oct. 13, 
in the Board of Supervisors Chambers at the Lake County Courthouse, 255 
N. Forbes St. in Lakeport.</p> <p style="margin-bottom:0in"> </p> <p style="margin-bottom:0in">The
 presentation, which marks the completion of the Konocti Regional Trails
 Draft Master Plan (KRTDMP), will provide an overview of the County’s 
efforts to plan for and develop a network of trails and community 
pathway connections on and around Clear Lake.</p> <p style="margin-bottom:0in"> </p> <p style="margin-bottom:0in">The goal of this plan is to shape a world-class trails system that will meet community needs and encourage tourism.</p> <p style="margin-bottom:0in"> </p> <p style="margin-bottom:0in">The
 KRTDMP encompasses several sections including an overview of Lake 
County, the benefits of trails, the Konocti Regional Trails planning 
process, and existing parks and recreational areas; another section 
discusses the community engagement process; an extensive policies 
section compiles existing trails-related policies from the County’s 
General Plan and other planning documents and also proposes new 
trails-specific policies that are not already addressed by other plans; 
another section addresses conceptual trails and six major study areas; 
the last section identifies the proposed implementation approach; and 
finally, multiple appendices contain maps, graphics, and relevant data.</p> <p style="margin-bottom:0in"> </p> <p style="margin-bottom:0in">The
 development of the Draft Master Plan has been a collaborative effort 
based on significant input from community members garnered from public 
workshops, an online community needs survey, and working group meetings.</p> <p style="margin-bottom:0in"> </p> <p style="margin-bottom:0in">The
 presentation will be hosted by the County of Lake, the National Park 
Service (Rivers, Trails, and Conservation Assistance Program), and Alta

<p style="margin:0in 0in 0pt;font-family:arial,sans-serif"><font size="3"><span style="color:black">Public
 Services Director, Kim K. Clymire, announced today that after almost 
ten months of negotiations for an easement across the seller’s property 
to access the new </span><span style="color:black">Mt.</span><span style="color:black"> </span><span style="color:black">Konocti</span><span style="color:black"> </span><span style="color:black">County</span><span style="color:black"> </span><span style="color:black">Park</span><span style="color:black">
 site, an agreement is finally close to completion. Unfortunately, since
 the grading season ends October 15, which will before the easement 
documents are ratified by the seller and the Lake County Board of 
Supervisors, construction of the easement, that will consist of a 
approximately 1,350 foot trail, will not be able to be done until the 
grading season opens again on April 15, 2011, with a park opening 
tentatively scheduled for Saturday April 30, 2011. In the interim, park 
staff will continue to work on pre-opening improvements.</span></font></p>
<p style="margin:0in 0in 0pt;font-family:arial,sans-serif"><font size="3"><span style="color:black"><font> </font></span></font></p>
<p style="margin:0in 0in 0pt;font-family:arial,sans-serif"><font size="3"><span style="color:black">In
 1997 County staff was approached by Peter Windrem, attorney for the 
Fowler family who were the long time owners of a major portion of Mt. 
Konocti, to inform us that in order to satisfy a family trust, the 
Fowlers, needed to divest themselves of the property, and to their 
credit, wanted to give the County the first right of refusal to purchase
 the property because the Fowler’s knew that the County’s dream for the 
mountain mirrored theirs, which is to preserve and conserve the mountain
 in perpetuity for current and future generations enjoyment.<span>  </span>As
 a result, County staff, with the full support of the Board of 
Supervisors and ninety nine point nine percent of the public, began to 
seek grant funds to acquire the property at a price of 3.8 million 
dollars for 1,520 acres.<span>  </span>In 2008 Director Clymire
 and/or his staff appeared approximately forty times to in front of 
several groups and organizations to garner support for the acquisition 
of beautiful </span><span style="color:black">Mt.</span><span style="color:black"> </span><span style="color:black">Konocti</span><span style="color:black">.
 Speaking and power point presentations were given to various clubs and 
organizations that included but were not limited to: Rotary, Kiwanis, 
Lions, Garden Clubs, Woman Civic Clubs, Business Associations, the 
Audubon Society, the Sierra Club, the Land Trust, six public night 
meetings, Tribal members, etc. In addition, numerous press releases were
 issued, editorials in favor were written, information was posted on the
 internet, direct mailings were sent out, flyers were posted and booths 
were staffed at the Heron and Pear Festivals. As a result, over $91,000 
was donated by the general public and club members toward the 
acquisition of this jewel of a mountain.</span></font></p>
<p style="margin:0in 0in 0pt;font-family:arial,sans-serif"><font size="3"><span style="color:black"><font> </font></span></font></p>
<p style="margin:0in 0in 0pt;font-family:arial,sans-serif"><font size="3"><span style="color:black">In addition to the funds raised, a perfect storm for the acquisition materialized in 2008 shortly after the </span><span style="color:black">County</span><span style="color:black"> </span><span style="color:black">Board</span><span style="color:black">
 of Supervisors agreed to exercise an option to purchase the property 
and find the money. The County received an unexpected Geothermal Royalty
 revenue sharing check from a lease that was entered into and the amount
 was almost the same as the purchase price.<span>  </span>The 
Board of supervisors, to their credit and forward thinking, agreed to 
use the money to purchase the mountain, a decision that was probably the
 most significant action they will take during their term in office.<span>  </span>The purchase also included a communication site on </span><span style="color:black">Buckingham</span><span style="color:black"> </span><span style="color:black">Peak</span><span style="color:black">
 that generates a little over $100,000 annually in license agreements 
and the Board, again to their credit, agreed to use the net proceeds 
from those license agreements to make capital improvements to and do 
maintenance on the mountain. In addition to that ongoing revenue source,
 the County also was recently awarded an $80,000 park bond grant to 
purchase and install signage, restrooms, benches and tables on the 
mountain.<span>    </span></span></font></p>
<p style="margin:0in 0in 0pt;font-family:arial,sans-serif"><font size="3"><span style="color:black"><font> </font></span></font></p>
<p style="margin:0in 0in 0pt;font-family:arial,sans-serif"><font size="3"><span style="color:black"><font>The
 County is currently working with a volunteer committee to develop a 
Master Management Plan for the site that includes representatives from 
the public, the Bureau of Land Management, Cal Fire, Kelseyville Fire, 
Tribes, the Countywide Parks and Recreation Board, an environmental 
group rep, an equestrian rep, non motorized mountain bike rep, and a 
dogs on leash rep.<span>  </span>Initially the park will be 
open in the spring of 2011for day use hiking only until the Master 
Management Plan is complete and uses other than hiking will be 
determined or ruled out. Special use permits, in compliance with 
preservation and conservation, may be granted, that may fall outside of 
the regular day use hiking only, as part of the Master Management Plan, 
but that too, has yet to be determined.</font></span></font></p>
<p style="margin:0in 0in 0pt;font-family:arial,sans-serif"><font size="3"><span style="color:black"><font> </font></span></font></p>
<p style="margin:0in 0in 0pt;font-family:arial,sans-serif"><font size="3"><span style="color:black"><font>In
 closing, Director Clymire once again expressed his sincere appreciation
 to the Fowler Family for giving the County First Right of Refusal to 
acquire the property that clearly may have kept it from eventually 
becoming privately owned with ranchettes up and down the mountain, the 
Lake County Board of Supervisors for their forward thinking and 
authorizing the acquisition, and the thousands of citizens who support 
this exciting, once in a lifetime, opportunity.<span>  </span><span> </span></font></span></font></p>

Subsequently, the plan will go to the Planning Commission for approval and to the Board of Supervisors for adoption later this fall. <br /><br />On Saturday, August 7, 2010, representatives from public groups that have been involved in the trails process from the beginning were invited to hear the progress that has been made by, and give feedback to, the Konocti Regional Trails Team, who have been meeting several times per month to work on the proposed maps, trail policies, and other major components of the master plan.<br /> <br />The Konocti Regional Trails effort has been guided by Barbara Rice, with the National Park Service, River Trails and Conservation Assistance program, who has been lending her assistance and expertise to the project and team through a technical assistance grant. In addition, Alta Planning + Design, a consulting firm specializing in developing trail master plans, greenways, multi-use hiking, and community pathways has provided technical expertise and facilitation to the planning effort. <br /><br />Once approved, the plan will serve as a guide to prioritize trail building projects. The first task will include working with local landowners who have already expressed interest in providing an easement on their property to the County for the creation of a trail. With the adoption of a trails plan, grant funding can be sought to acquire property from willing sellers for trail creation. <br /><br />The initial project began in 2008, and a public workshop was held in June 2009, to kick off the effort to gather valuable information from the public. An online public survey was then completed by more than 650 respondents (one percent of the population of Lake County – an impressive survey response) who gave more vital information on the needs of the public, including existing destinations, key issues and concerns, and desired transportation modes and trail amenities. <br /><br />In January 2010, nearly 100 community members attended a public workshop to give input on trail policies, trail planning, and trail design. Public input from the workshops and survey has been synthesized by the Konocti Regional Trails Team into a framework that has guided the master plan development plan thus far. This framework includes: <br /><ul><li>Non-motorized, multi-use trails system </li><li>A “backbone” trails system for recreation &amp; transportation </li><li>Provide consistency &amp; cohesiveness in implementation of the overall trails network </li><li>Connections between established communities and recreational destinations </li></ul><br />On August 7, the Konocti Regional Trails Team updated the stakeholder group on: <br /><ul><li>The opening of Mount Konocti County Park, which was slated for October 2010 but since has been pushed back to December 2010 due to trail construction design issues. It will be opened for hiking initially while the Mount Konocti Master Management Plan is developed with additional public input to determine other potential types of use, with preservation and conservation as the ultimate goal. </li><li>All seven water trails with corresponding brochures have been completed. Brochures are available to download from the trails web site: www.konoctitrails.com </li><li>A tentative agreement has been reached with all necessary property owners for a trail access easement on the Bridge Arbor Trail. The Department of Public Works is in pursuit of multiple funding opportunities and is finalizing design plans so the environmental review can be started. </li></ul><br />The Konocti Regional Trails system is divided into six major study areas: <br /><ul><li>Northshore Study (NS) Area: Covering Clearlake Oaks, Glenhaven, Nice, and Lucerne. </li><li>Westshore Study (WS) Area: Covering Upper Lake and greater Lakeport </li><li>Konocti Region (KR) Study Area: Covering Kelseyville, Finley, Mount Konocti, and the Rivieras </li><li>Eastshore (ES) Study Area: Covering greater Clearlake and Lower Lake </li><li>South County (SC) Study Area: Covering Hidden Valley Lake, Middletown, and Cobb </li><li>Clear Lake (CL) Study Area: Covering Water Trails on Clear Lake </li></ul> <br />Each study area has five or more proposed or existing trails.
